The 436th Contracting Squadron, Dover AFB, DE intends to award a sole source purchase order to Siemens Government Services, Inc. for a maintenance and repair contract for the Siemens System. Materials included in the maintenance and repair contract are as follows a) HiPath 4000 Licenses (Qty 168). B) HiPath Trading Licenses (Qty 11). C) SIFA Radio Interface (Qty 9). d) PTT Headsets.handsets (Qty 22). e) PTT Closure Box (Qty 11). f) Optiplez 170L (Qty 11). g) 15" Panel Mounted Touchscreen (Qty 11). h) PE 420- HP Trading Server (Qty 1). i) 15" LCD for Hp Server (Qty 1). j) Optimux C-F Modem (4 T-1/E-1) (Qty 2). k) 46-ch DAKS Server, with Alert Relay 5 (Qty 1). l) 24-ch NICE Recorder, V8.9 (QTY 1). m) APC 8 KVA (Qty 1). n) T-Smart CSU (Qty 2). The current HiPath 4000 System employed by Dover AFB is a proprietary product of Siemens Government Services, Inc. Siemens has proprietary rights to all software, software maintenance, and specifications for this existing system.
This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.602-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for Competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 20 July 2010 at 2:00 P.M. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source since Siemens has proprietary rights to all software, software maintenance, and the specifications for this existing system. Second level and third level support and factory support are only available from Siemens. Certified Siemens parts are only available from Siemens. Siemens will not accept trouble tickets directly from customers of Unauthorized Maintenance Service Providers nor will they accept or work directly with any Unauthorized Maintenance Service Providers to include providing remote or on-site problem determination or resolution, and providing new software releases, maintenance releases, and patches. In order to meet mission requirements, the 436 FW requires the support/maintenance agreement to ensure system functionality and operability.
