The National Institute of Standards and Technology (NIST) intends to negotiate and award on a sole source basis to Yield Engineering Systems, under the authority of 41 U.S.C. 3304(a) (1) as set forth in FAR 13.106-1. This acquisition is in support of the NIST Center for Nanoscale Science and Technology (CNST) nanofabrication research and development user facility.

CNST has a need for a Silane Vapor Deposition System with plasma and one without plasma. This silane vapor deposition system with plasma is a stand-alone tool that is capable of plasma cleaning a substrate and depositing a monolayer of silane based chemicals on the surface of the polydimethylsilozane (PDMS) master to prevent PDMS from adhering to the master. Silanization is a critical step for soft lithography fabrication, especially when fabricating thin film PDMS devices with micrometer or nanometer features on the master. CNST has established a user based soft lithography laboratory that requires a silane vapor deposition tool that uses minimal amounts of chemicals and automatically clean substrates and deposit silane chemicals without exposing users to dangerous chemicals is required in the user facility. Based on the findings from continual market research Yield Engineering Systems is the only company capable of providing the systems that meet the attached minimum specifications.

The NAICS code is 334516 and size standard is 500 employees. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Paula Wilkison at [email protected] no later than 3:00 PM Eastern Time on Wednesday, June 17, 2015. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, NIST will proceed with the sole source award to Yield Engineering Systems, 203-A Lawrence Drive, Livermore, CA 94551. No phone calls will be accepted.
