This Sources Sought Notice is issued in accordance with DFARS 206.302-1(d) and PGI 206.302-1. This is not a Request for Proposals. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this Notice. The United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition. Technology and Logistics (AT&L), Directorate of Procurement, intends to award a sole source contract under the authority of FAR 6.302-1 to Raytheon Company, McKinney, TX. Only one responsible source and no other supplies or services will satisfy the Government requirements for a Low Rate Initial Production (LRIP) of the USSOCOM Silent Knight Radar (SKR). USSOCOM intends to issue a contract to Raytheon Company (RTN) for up to 13 LRIP units for manufacturing optimization, the ability to purchase up to 16 Full Rate Production (FRP) units, as well as corresponding Engineering Support and/or Interim Logistics Support, to maintain the radars post production. The estimated award date is scheduled for second quarter FY16. RTN is currently under contract for the SKR design and development. The requirements identified in this notice of intent is in addition to the current LRIP option for six (6) radars and contractor logistics support included in the Silent Knight Radar system design and development contract, H92222-07-C-0041. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within fifteen (15) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.
