3. Brand Name Justification: In order to provide support to our 80 Air Force Medical Service (AFMS) Medical Treatment Facilities (MTF), the Air Force Medical Modeling & Simulation Training (AFMMAST) Central Program Office here in HQ AETC/SGR needs to purchase this Hi-Fidelity Simulator for the validation and certification of scenarios that are created throughout our AFMS sites. The AFMMAST Central Program Office will test these scenarios on this specific simulator. The MTF's create the scenario encounter and the Central Program Office validates and posts those scenarios for distribution throughout the AFMS. The reason we need this particular brand/model is because the Laerdal 3G is one of the Hi-Fidelity Simulators that is currently in our AFMS simulator inventory. This will also help our MTFs with particular questions, scenarios, and standardization of training curriculum for phase/upgrade/re-certification training. Per guidance from AF Surgeon General, he directed the AFMMAST Central Program Office to communicate, validate and standardize medical scenarios that will be shared throughout the Air Force Medical Service (AFMS). The Laerdal 3G Simulator is going to be vital to the AFMMAST Program; it allows our Central Program Office to provide guidance and proper usage throughout the AFMS.
4. Basis of Award: Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. The criteria listed below will be used to evaluate the quotes.
(1) Conformance to the Description of Supplies (Technical)
The brand name requested is essential to the Governments needs as indicated in the Justification above. Therefore, the quote must clearly indicate that the product being furnished complies with all requirements listed, i.e. brand name make and model.
(2) Price
The firm fixed price shall be based on open market rates to include any applicable discounts. Since award will be based on initial responses, the offeror is encouraged to provide the most advantageous pricing in the initial response. Freight will be addressed as a separate line item if required. The ordering office will make a determination that the total firm fixed price is fair and reasonable based on the factors contained herein.
5. The Government will award a single contract resulting from responses to this solicitation to the lowest priced, technically acceptable, responsible offeror. To be eligible to receive an award resulting from this solicitation, offerors must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
