The following establishes the minimum requirements to further develop and enable a proof-of-concept web accessible demonstration of the Smart Integration Manager, Ontologically Networked (SIMON) and Sunflower semantic inference engine based International Program Opportunity Engagement Tool (iPOET). This demonstration system will enable the sharing of data and information among U.S. Naval International Cooperative Opportunity Identification stakeholders and will make use of SIMON and the Ozone Widget Framework (OWF) to allow for greater interoperability with stakeholder systems. The system will have the ability to make use of the Sunflower semantic inference engine to provide sophisticated reasoning abilities and to integrate programmatic (cost, schedule), operational, and technical performance and requirements data to assist decision makers in identifying feasible international cooperative opportunities. Key functionality in this demonstration system will include the ability to utilize the Sunflower engine to parse structured and semi-structured data, complex semantic queries that integrate data, rules (regulatory policies and standards), and consistent vocabulary expressed and structured as ontologies to provide a complex reasoning aid to decision makers in identifying international cooperative opportunities, and assembly of knowledge driven data/information products that directly support program office's acquisition strategy and technology development reporting requirements. This system is also intended to allow for conducting strategic planning and management with allied partners across RDT&E and S&T communities.
The Contractor shall have the following skills, knowledge, and experience: pre-existing expertise and software development experience making use of Open Standards and producing Open Architectures. Experience developing web accessible information sharing applications with Identity Management based upon the SIMON architecture. Proficiency with the OWF. Proficiency with the Sunflower semantic inference engine. Experience that would corroborate the ability to parse structured and semi-structured data in a knowledge repository defined by ontologies and rule sets with up to 6 technology areas, as will be required by the demonstration use cases. The Contractor shall have experience providing program management and will be responsible for the control and coordination of all work performed on this contract. The Contractor shall have experience providing training for the use and administration of their developed applications.
