The Portsmouth Naval Shipyard intends to solicit to the SOLE SOURCE provider, SimplexGrinnell, due to proprietary software and SimplexGrinnell's unique business relationships which allow for the integration of multiple software types.
The Portsmouth Naval Shipyard (PNS) is scheduled to transition to the Regional Dispatch Center (RDC) located in Norfolk, Virginia for both emergency and non-emergency police and fire call services on 1 September 2017. The PNS Intrusion Detection System (IDS) alarm s (Ccure9000) which is currently monitored locally must be integrated with Light House Client Software to effectively communicate alarms to the RDC Regional Alarm Monitoring Automation System (RAMAS). The Security Department (Code 1120), which is part of the Naval Sea Systems Command (NAVSEA) is seeking contractor support that will provide; Light House Client software, a Software Service Agreement (Client) for one year (2017-2018), up to 2 days of on-site technical personnel support services from Network Harbors (NWH) and up to 2 days of on-site technical personnel support services from Software Information Services (SIS). In addition, Code 1120 Personnel will require on-site technical training that is to be provided by both NWH and SIS on-site technical personnel, for entering Light House alarm information into the RAMAS/Local Alarm Monitor Automation System (LAMAS).
