The Naval Research Laboratory intends to award to Boston Electronics Corporation, on other than full and open competitive basis for 1 each TCSPC Imaging Module, scan control PCI bus P/N: SPC-150, 1 each Scan Controller P/N: GVD-120, 1 each Detector control module and cooler power supply P/N: DCC-100, 1 each Step motor controller for SPC P/N: STP-340, 1 each Universal scan cable from microscope to SPC module, Scan cable only P/N: CSC-BNC-400, 1 each Adaptor consisting of A-PPI-D, 12db attenuator, and BNC-SMA adapter (PE 9074) P/N: A-IDQ, 1 each Data Analysis Software for Fluorenscence Lifetime Imaging for Windows 95/98/NT/ME/2K/XP/VISTA P/N: SPC-IMAGE, 1each Wide band amplifier for PMT P/N: HFAC-26DB-3, and 1 each TE-cooled high speed PMT detector head for photon counting, 300-900nm, 8mm cathode dia P/N: PMC-100-20. (Microsoft IE required).  Additional specifications will appear in the RFQ. Sole source based on requirements being compatible to Boston Electronics Corporation. Vendors who feel that they can provide the above requirement shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and not be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
