This Request for Quotations has been made available through electronic commerce to comply with FAR 5.101(a) (2).

NRL routinely posts RFQ's with expected value between $15,000 and $25,000 at the federal government point of entry. It is posted to maximize opportunities for competition. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05 /13 Aug 2019; and is set aside for small businesses, NAICS Code 334516; with a small business size standard of $1000. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Interested quoters must be registered in the System for Award Management (SAM) database before an award can be made to them.

SAM Registration.  Award may be made without discussions or negotiations, therefore prospective contractors should have an active registration in the System for Award Management (SAM) database (www.sam.gov) in accordance with Federal Acquisition Regulation (FAR) Part 4.1102 and Part 52.204-7 when submitting a quote.
