For: Sirsi Corporation Subscription for 7 Pacific Air Forces (PACAF) Libraries

THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. It is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice will not be returned. Respondents will not be notified of the result of the review. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research purposes only. The Government will not reimburse the costs of preparing responses to this notice.

The 766th Specialized Contracting Squadron (SCONS) at Joint Base Pearl Harbor-Hickam is performing market research to determine the availability, interest and capability of potential sources to provide Sirsi Corporation Subscription maintenance for seven (7) PACAF Libraries for a minimum base period of one (1) year with four (4) one-year options. 

DESCRIPTION OF REQUIREMENT:  Maintenance of SIRSI Symphony Integrated Library System (ILS) subscriptions, which are specifically designed to assist in the research for undergraduate and graduate education programs, mission related projects, and personal development within the PACAF libraries for bibliographic records and items. The libraries also have an integrated information management system which is designed to interface with the seven PACAF libraries.  

Period of Performance: Base Year - 01 Sep 16 - 31 Aug 17.
4 Option Years - 01 Sep 17 - 31 Aug 21.

RESPONSE TO THIS NOTICE: The Government requests interested parties submit a brief statement of current capability and experience to provide these services. The Government requires that interested parties, at a minimum, supply the following information:
a) Name of company
b) Telephone number, Address, and email address
c) NAICS code and business size (e.g. large business, small business, socio-economic status)
d) Registration in the System of Award Management (SAM) and the length of time
e) DUNS Number and
f) CAGE Code

Please respond to the following questions:

1. Have you provided this type of service to another government entity?

2. Do you have any input, comments, or questions regarding this requirement?

3. If a contract is pursued by the 766th SCONS, would you be interested/capable in providing these services? If yes, how long would you suggest it take for the preparation of a quote/proposal?

4. Can you provide this library subscription under a GSA Schedule?  If yes, please list the contract number.

HOW TO RESPOND: Interested parties should submit responses via email in Microsoft Word format. Interested parties should also provide the Capability Statement on an 8 1/2 x 11 inch standard paper via email.  The information from interested parties should be emailed to [email protected].

MANDATORY REQUIREMENTS: All vendors wishing to do business with the Government must have: 
1. A current registration in the System for Award Management database, have a CAGE Code and a DUNS number, via SAM (https://www.sam.gov/)
2. Be registered in Wide Area Work Flow (WAWF) (https://wawf.eb.mil). WAWF training may be accessed online at http://www.wawftraining.com.
