The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, as well as the U.S. Army Medical Research and Material Command (AMRMC) and the Defense Threat Reduction Agency (DTRA), intend to negotiate on a sole source basis with Mary Ann Liebert, Inc. Publications of New Rochelle, NY to provide electronic site licenses to 60 online journals (listed below) for one year, starting January 1, 2011, and ending on December 31st, 2011.

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source f the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

In this case, Mary Ann Liebert, Inc. Publications (MALP) is the publisher and sole owner of the copyright to the collection. The contract will cover all publications offered by MALP, and any additional MALP publications that become available during the term of the contract. These multi-site licenses will provide unlimited access for all remote computer service users at USUHS, AMRMC, and DTRA.

This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
