This notice is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Fish Biology & Stock Assessment Division located in Honolulu, HI on a sole source basis with Dr Kotaro Yokawa, National Research Institute of Far Seas Fisheries. Proposed vendor Dr Yokawa is an established fishery scientist and has the required access privileges with confidential Kesennuma fishing port and confidential fisheries data collected and housed at the National Research Institute of Far Seas Fisheries in Shimizu, Japan.

The government intends to negotiate a firm-fixed price contract with a period of performance that will start in September 2011 and end in September 2012. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that meet the government's requirements may submit substantiating documentation in writing within 10 days of publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely with the discretion of the government.
