This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d).  The potential small business will need to demonstrate the capability to perform all facets of the work described below. 

The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes.  This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. 

 

BACKGROUND

Research in DTP studies the effect of radiation on the immune system, and is investigating ways to mitigate the damage done. The dose rate of the present irradiator has dropped below a level at which research is valid. A new unit is required to replace the current irradiator to continue the generation of humanized mice. In addition, another irradiator is to be moved from NIH headquarters to a new location at the FDA’s new White Oak Campus, currently under construction.

 

CONTRACTOR REQUIREMENTS

Contractors must respond to all of the following points by describing your experience and capabilities in the areas listed below:

1.) Proper licensing required for the transportation and disposal of a GammaCell 1000 Irradiator and GammaCell 40.

2.) Ability to produce and deliver one (1) small animal cesium-137 irradiator with the following salient characteristics:

a.) Dual cesium-137 source.

b.) Base Rate of at least 100 cGy/minute.

c.) Dose uniformity of +/-10%

d.) Safety Interlock System for source

e.) Air Compressor

f.) Chamber dimensions (round) of at least 4 in. height x 12 in. diameter.

g.) Battery Backup

h.)Compressor

i.) Air-pump

j.) Attenuators

 

Capability statements must demonstrate the minimum requirements outlined above. Please address each in the order listed above.

Responses must be received not later than 12:00 PM Noon EST, June 3rd, 2013. Capability statements will not be returned and will not be accepted after the due date.
