This is a Source Sought Notice for market research purposes to determine if capable small businesses possess the ability to manufacturer two trawls for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Alaska Fisheries Science Center (AFSC), Resources Assessment and Conservation Engineering (RACE) division, located in Seattle, WA. The contractor shall design and build and deliver two trawls to capture age-0 pollock (25 to 140 millimeters or 1.0 to 5.5 inches length) and other pelagic forage fish species. This net will be used to conduct oblique tows, surface tows, or depth targeted tows to provide an index of abundance and samples of age-0 pollock and other forage fish species. Delivery of trawls will be July 1, 2015. Optional modifications to trawl nets will be based on September 2015 trawl performance with an option for up to three (3) additional trawls to be delivered March 2016. The contractor shall provide all personnel, equipment, materials, etc. to manufacture these trawls.

The NAICS code for this procurement is 314999 with a corresponding size standard of 500 employees. This Sources Sought Notice is not a request for competitive proposals. No solicitation exists for this requirement; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Please submit a capability statement that demonstrates the expertise and required abilities to provide manufacturing of these trawls no later than March 23, 2015 at 10am Pacific time. Responses to this sources sought notice shall not constitute responses to any solicitation. The responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents will not individually be notified of the any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a small business set-aside, full and open competition, or sole source procurement. Respondents will not individually be notified of the any government assessments.
