The United States Army Contracting Command - Aberdeen Proving Ground, on behalf of Product Manager, Sensors – Unmanned/Rotary Wing, has a requirement to procure up to seven (7) Small TActical Radar - Lightweight (STARLite) Synthetic Aperture Radar / Ground Moving Target Indicator (SAR/GMTI) Systems (a STARLite Systems consists of one A-Kit and one B-Kit) systems to replace battle damaged STARLite systems.
The Government intends on awarding this contract action by October 2016 and any offeror must deliver the STARLite systems within fifteen (15) months of contract award. Any solution to the Government's requirement must be certified for airworthiness, be able to be installed on the MQ-1C Gray Eagle platform, and meet the Government's fielding and technical requirements.The Government does not possess the Technical Data Package (TDP) or rights to the TDP that completely defines the form, fit and function of the STARLite system. Northrop Grumman Systems Corporation is the Original Equipment Manufacturer (OEM) for STARLite.
Potential firms that have a system that is similar in size, weight and technical performance to the STARLite system, which will be qualified to fly on the MQ-1C Gray Eagle immediately after receipt of delivery to the Government, are encouraged to submit a response to this market research.
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 31 MAY 2016 at 4P.M. Eastern Standard Time.
