 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 

The solicitation document and incorporated provisions and clauses are those in effect through FAC 2021-07. Award(s) will be made to the Quoter whose quote, as determined by the Contracting Officer is most advantageous to the Government, considering but not limited to factors such as past performance, capability to accomplish this type of work, and price.

The USDA Forest Service intends to award no more than three (3) Blanket Purchase Agreements (BPAs) from this combined synopsis/solicitation.  The objective of this Blanket Purchase Agreement (BPA) is to set up multiple agreements for Snowy Plover Habitat -Mechanical Dune & Vegetation Removal services on various locations on the Siuslaw NF, Corvallis, OR.  Agreements will be good for a period of 5 years.

As needed, Restoration Services will be acquired by placing calls against a BPA.  The contractor is responsible for following the Statement of Work and specifications attached to this solicitation. The TOTAL ordering capacity for ALL BPAs issued is not limited. However, each BPA shall be valid for up to a period of five years. Each call off the BPA cannot exceed $250,000.

Quoters submitting prices should refer to the Attached Schedule of Items, Specifications, and Requirements. Prices submitted shall remain in effect for one full year from date of award.  After the initial year and subsequent years after, offer’s new competed price quote must be sent to the Contracting Officer annually or previous price remains.

The first BPA Call project is expected to start October/ November 2021 and be completed within time specified.

All work on this contract shall be performed between October - March 4, 2022. 

The NAICS code assigned to this project is 115310 (Support activities for Forestry) Size standard $8.0 million. 

Solicitation Number: 120363N21Q4027 is issued as a Request for Quote (RFQ) and is being advertised as Total Small Business set aside. The award will be a Firm Fixed Price. Solicitation closes, 12 October 2021 @ 11:00am (MT).

GENERAL REQUIREMENTS:

  • All questions must be in writing by email to [email protected], and must be received by the Contracting Officer NLT 8 October 2021 to ensure questions are answered prior to the closing date.

In response to this RFQ, Offerors should submit the following to [email protected];

  1. Completed Schedule of Items page with Quote.
  2. Experience Questionnaire (or similar format) addressing ALL items of Past Performance and Technical Capability to perform this work. Additional pages may be submitted.
  3. Completed FAR 52.212-3 – Offeror Representations and Certifications must be completed in SAM. If contractor needs to provide information different from what is in SAM, provide it with RFQ (see 52.212-  3(b)) or update SAM.
  4. Quality Control Plan  
  5. Workforce Certification

The selected Quoter(s) must comply with the following commercial item terms and conditions. Addendum to 52.212-1 Instructions to Offerors- Commercial Items., 52.212-3 -- Offeror Representations and Certifications -- Commercial Items., 52.212-4 Contract Terms and Conditions--Commercial Items., 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items.
