The USDA Forest Service, Siuslaw National Forest, intends to issue a sole source, firm fixed price contract for Snowy Plover Nest Protection and Monitoring to the Oregon Biodiversity Information Center (ORBIC) in association with Portland State University. No solicitation document will be available.


The ORBIC is the only organization that has permits under Section 10 of the Endangered Species Act to handle Western Snowy Plovers. They are the only Master Banders licensed and certified in the State of Oregon to band Western Snowy Plovers through the US Fish and Wildlife Service that meet the obligations of the Migratory Bird Act. The ORBIC will complete tasks that ensure that all aspects of data collection for Western Snowy Plover monitoring along the beaches managed by the Siuslaw National Forest is accomplished in accordance with data collected from 1990 to present. They will receive direction from the Forest Service on locations and timing of data collection. They will collect information to meet standards of previous years and to inform the Forest Service on a weekly basis of monitoring progress.

This action is taken pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
