This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice and a written solicitation will not be issued.  The notice document and incorporate clauses are those in effect through Federal Acquisition Circular 2021-06.  The provisions at 52.212-1, 52.212-3 and the clauses at 52.212-4, 52.212-5 apply to this acquisition; no addendums are attached.

The Naval Surface Warfare Center (NSWC) Corona Division intends to use other than full and open competition to award a sole source Firm Fixed Price (FFP) contract to SOCIETY OF WOMEN ENGINEERS for venue/ booth space. The Government will award a single purchase order to SOCIETY OF WOMEN ENGINEERS.

Interested parties may identify their interest and capability to the requirement by submitting their capability statements. This notice of intent is not a request for competitive quotes.  Offerors shall be registered in SAM and all interested sources may submit a capability statement for market research for future procurements. 

In accordance with (IAW) FAR Part 5.207(c) (16) (ii), the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This notice of intent to award is not a request for competitive quotation; however, responsible sources may submit a capability statement, or a quotation that may be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred by responding to this notice. This hereby constitutes a synopsis of the action proposed in this announcement
