Objective:
The NRL is inquiring for potential sources that are capable of providing the following:
Software Definable/Reconfigurable Systems (SDS): Design, Development, Support, and Integration
The Naval Research Laboratory (NRL) seeks personnel, facilities, and manufacturing capability in support of software definable/reconfigurable systems that respond to Navy, Department of Defense (DoD), and National mission requirements with improved performance, capability, reliability, efficiency, and life cycle cost. The effort will be conducted in coordination with Principal Investigator (PI) led teams that may include Government scientists and engineers, and other Contractors. The quality and timeliness of the provider's contribution to the work will be evaluated in terms of its impact on the success of the overall programs/project.
Tasks may include: SDS programs system engineering (SE) support; SDS design, implementation, and analysis; SDS system/subsystem fabrication and assembly; RF chamber support; SDS parts engineering and management support; and Space Systems Development Department (SSDD) programs/projects special reporting.
The contractor shall provide thermal vacuum testing, surface mount assembly, wiring harness assembly, top level assembly, and quality assurance, inspection, and rework facilities in addition to the engineering services. The non-personal engineering services shall be rendered and the facilities shall be available throughout the period of performance. Engineering services will include software, electrical, radio frequency, digital signal processing, firmware, and mechanical engineering in support of development of tactical software defined radio hardware and software. Services will be provided from the contractor facility and at various Naval Research Laboratory facilities in the National Capital Region. Travel to other government or contractor facilities may be required for conduct of experimental research, testing, or attendance at government reviews or scientific meetings and seminars. Most requirements are not unique to the military and may be met in the commercial marketplace. Classified work will be required.
