DLA Distribution (DLA J7-AB) has a requirement for software maintenance (technical support services) for program changes and systems development support required for the Computer Assisted Transportation Terminal (CATT) and associated interface software in operation at the Defense Distribution Kuwait South West Asia (DDKS) and the CENTCO theatre. Software support cannot be determined or scheduled in advance; it is on an "on call" basis as needed, therefore, it is anticipated that the resultant contract will be a Labor-Hour Contract. The proposed contract action is for an acquisition for which DLA Distribution New Cumberland, PA intends to directly solicit and negotiate with one source under the authority of FAR 13.106-1 (b) and FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government intends to award a Labor-Hour contract using FAR Part 13 to the sole service provider General Dynamics Information Technology, Incorporated.
General Dynamics Information Technology, Incorporated is the only source that can provide service/support due to the proprietary nature of the systems and software which were developed by them for (CATT) used at DDKS and in the CENTCO theatre. The software in use has been declared proprietary; no other vendor could meet objectives, without gaining access to the "source listing code".
Any attempt to develop an alternate source to provide this support, if possible, would result in a substantial cost to the Government. Interested contractors may identify their interest and capabilities to respond to the requirement or submit proposals. A determination by the government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
