The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren, Virginia 22485-5100 plans to competitively procure MagicDraw Software to perform support services on their products. The requirement is as follows:

Bidders submitting responses as a result of this notice must provide written documentation that they are authorized to service their products. Award will be made on an all or none basis. Simplified Acquisition Procedures will be utilized in the award of a firm fixed price (FFP) delivered (FOB) Destination) product. Bidders who respond to this notice shall supply, as part of their quote/bid, the following: Quote, payment terms, delivery schedule (ARO), D&B#, CCR Status, ORCA status, and shall not be listed on the Suspended or Debarred Listing (EPLS) at time of award. Billing shall be made through the electronic Wide Area Workflow System (WAWF):https://wawf.eb.mil/. In order to be eligible for an award, firms must be registered in SAM. Offerors may obtain information on registration in SAM by calling 1-866-606-8220, or via the Internet at https://www.sam.gov A formal request for quote will not be issued as all items are identified in the synopsis. This requirement shall close on 25 March no later than 12:00 .pm. (local NSWCDD time) with an anticipated award date by 25 April 2014.
