The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau's (IBB), Voice of America (VOA) Central Program Service, Music Programs Service (VOA/LGRM) intends to negotiate and award a non-competitive contract to Radio Computing Services, Inc. (RCS), 445 Hamilton Avenue, Suite 700, White Plains, NY 10601-1410 to provide update to the current RCS software system. The upgrade is proprietary and no other company is able to satisfy this requirement. See attached justification for other than open and full competition. This Notice of Intent is not a request for competitive price proposals. Interested firms must state in specific detail how they would provide the aforementioned programming; submit appropriate documentation describing the number of years noting their demonstrated experience in providing programming, including a brief company history and past performance. All interested Offerors must be registered in the System for Award Management (SAM) www.sam.gov. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.
