This is a combined synopsis/solicitation for engineering and technical support services for the software upgrade of the Low Probability of Intercept Altimeter (LPIA) Receiver/Transmitter (R/T). The LPIA R/T is aboard various aircraft and rotary wing Navy platforms. The Naval Air Systems Command has a requirement for engineering and technical support services for the upgrade of software for five (5) LPIA R/T units.

BAE is the original equipment manufacturer of the LPIA R/T and is the only source that possesses the requisite knowledge, skills, and technical data to provide the required services. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition regulation (FAR 6.302-1, "Only one responsible source and no other supplies or services satisfy agency requirement."
