The Naval Air Systems Command (NAVAIR), PMA-271 (Airborne Strategic Command, Control and Communications) Program Office intends to issue a Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-14-G-0021 with Rockwell Collins, Inc. (RCI) on an 'other than full and open' competitive basis to perform depot level engineering and modification upgrades to two (2) fielded Test Benches, Nuclear Hardness (TBNH), Model number TBNH-6. The TBNH is peculiar support equipment used on the E-6B aircraft. This effort will be outside the normal scope of the current depot level repair and maintenance of the TBNH performed by RCI. The purpose for the sole source delivery order is to replace current software, unsupportable hardware/ components due to technical obsolescence and unobtainable repair/replacement parts. This effort includes providing updated software that is compatible with new hardware and interface requirements for the E-6 Thermal Protection Modules (TPM), with a planned period of performance from 01 October 2018 to 31 March 2020. Rockwell Collins is the only company that has the necessary specifications, depot technical data, and depot level repair experience for Navy owned TBNH used to support the E-6B aircraft. This intended procurement will be processed pursuant to the authority of 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 31 May 2018, 1700 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
