THIS IS A NON COMPETITIVE SYNOPSIS
NASA/Marshall Space Flight Center (MSFC) has a requirement for the technical expertise on X-ray solar physics. The MSFC Heliophysics Rounding Rocket group seeks to provide verification of system throughput and science data acquisition and analysis for the Marshall Grazing Incidence X-ray Spectrometer (MaGIXS) mission. NASA/MSFC intends to purchase this service from Montana State University (MSU) on a sole source basis.
MSU staff’s unique expertise on the state of the solar corona in unusual solar minimum conditions, together with the throughput verification makes MSU the only institution capable of satisfying NASA’s requirements for this mission
The Government intends to acquire a commercial item/service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications in writing to Betsy Ledbetter/ARCS at [email protected] or fax to 256-961-9604 no later than 4:30 p.m. local time on 04/1/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
