Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Cost Plus Fixed Fee (CPFF) Job Order (JO) with Northrop Grumman Systems, 1580A W. Nursery Road, Linthicum Heights, Maryland, 21090. JO 0005 will be under a Basic Ordering Agreement (BOA) established for the procurement of services/supplies required to support the standup of the AN/ALQ-240(V)(1) ESM Depot & Intermediate Maintenance sites.

The requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the sole source is the substantial duplication of costs. The Government does not possess rights to the technical data package necessary to manufacture the hardware, and the effort to design, manufacture, generate acceptance test procedures, and perform laboratory, ground, and flight testing to obtain flight qualification is cost-prohibitive.

No solicitation will be available at FBO.gov nor will hard copies be mailed. Responsible sources may submit a capability statement, proposal or quotation which may be considered by the agency.
