The Naval Air Systems Command Headquarters Division, Patuxent River, MD intends to issue an order under Basic Ordering Agreement N00019-05-G-0026 to The Boeing Company, on an other than full and open competitive basis for integration support of the Air Combat Electronics (PMA209) Digital Map Computer (DMC) and Digital Video Map Computer (DVMC) Obsolesence Redesign, awarded via P00042 to contract N00019-05-C-0044 to Harris Corporation on 15 May 2009. The DMC and DVMC are part of the PMA209 TAMMAC system. PMA209 has contracted directly with Harris for the obsolesence redesign and has a requirement for Boeing integration support of a new DMC/DVMC configuration. These efforts include but are not limited to major meeting support, telecon support, engineering investigations, systems integration laboratory tests, manufacturing updates and mission planning. The estimated period of performance for this effort is expected to end no later than 31 March 2012. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. As the sole designer, developer, and manufacturer of the FA-18, EA-18G and AV-8B aircraft, Boeing is the only source qualified to satisfy this requirement. Boeing is the only company that has the unique combination of airframe and weapons system integration knowledge and engineering design expertise for the integration of the avionics into the aircraft weapon system.
