The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a modification to an existing order under Basic Ordering Agreement NOOOI9-08-G-00I0 to Sikorsky Aircraft Corporation, 6900 Main Street, P.O. Box 9729 Stratford, CT 06615-9129, on an other than full and open competition basis for the effort associated with the HF Cryptographic (Crypto) Modernization (upgrade) Program for the VH-60N and VH-3D Aircraft. This effort is to provide for documentation updates to drawings, publications, training manuals, maintenance plans and ATP's in order to capture the VH-60N and VH-3D airframe and component upgrades/changes. A sole source acquisition will be procured under the authority of 10 U.S.c. 2304(c) (1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." As the sole manufacturer of the VH-60N andVH-3D aircraft, Sikorsky Aircraft Corporation is the only known source with the necessary technical data, knowledge, experience, and expertise required to perform this effort. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order, based upon responses to this notice, is solely within the discretion of the Government.
