The United States Coast Guard, Surface Forces Logistics Centers, Long Range Enforcer - Contracts & Procurement Branch 2, Oakland, CA anticipates awarding sole source procurement to Coltec Industries for the following parts: Piston, main& cap assembly PN: 24200424, SVK, piston rings TO PN: 2420055-2, bearing shell rod H PN: 2170226, bearing shell rod CA PN 21710228 and Pin assembly, piston ON 2420021-2 to be received by USCGC Polar Star and will be provided by Coltec Industries who is to be awarded this contract because at this time the material and services for this repair require parts and specialty knowledge from the original equipment manufacturer (OEM). Coltec Industries is the OEM and does not authorize third party manufacturers to procure their parts. Coltec Industries is the only known source who can provide these parts. They own the manuals, publications & drawings to which the Coast Guard does not have any rights to. Coltec Industries is the sole proprietor. This procurement will be made on behalf of the USCGC Polar Star. Vendor will provide all the parts listed in the Schedule of items. NAICS Code # 332511 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. No solicitation will be issued, however all responses received on/before 0800am PST Jun 28, 2013 will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
