Anticipated BOA Ceiling Increase Date - 12 JULY 2017

Naval Surface Warfare Center, Crane Division intends to increase the ceiling amount of the current 5 year Basic Ordering Agreement (BOA), N00164-14-G-GR45 on an other than full and open competition basis with Raytheon Integrated Defense Systems, Sudbury, MA for engineering support and supplies related to U. S. Navy new ship construction and U. S. Navy sustainment of the AEGIS and Non-AEGIS Microwave Tube (MWT) program. Radars supported by the MWT program include: MK99 Fire Control System Transmitter Groups, AN SPY-1, AN/SPS-49(V) radars and ancillary equipment. The anticipated total ceiling of this BOA is increasing by $27,900,000 from a previous ceiling amount of $12,500,000 to a new ceiling amount of $40,400,000.

The BOA was established in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the anticipated substantial duplicative costs to the Government to qualify another manufacture's product for shipboard use, which are not anticipated to be recouped through competition, and the unacceptable delays in fulfilling the agency's requirement through any other source. Since this is sole source procurement, a solicitation for the BOA will not be issued. Responsible sources may submit capability statements to the Point of Contact (POC) at NSWC Crane.
