This Notice of Intent is not a request for competitive proposals.  This is not a solicitation or a request for offers.  

The Federal Bureau of Investigation (FBI) intends to award a sole-source, firm-fixed price contract to the ANSI National Accreditation Board, LLC, (dba: ASCLD/LAB), 330 E. Kilbourn Avenue, Suite 925, Milwaukee, WI, 532020 for reaccreditation services [e.g., full reassessment, annual fees, surveillance activities for a four (4) year accreditation cycle].  The American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) is not-for-profit organization that offers voluntary accreditation to public and private crime laboratories around the world.  The FBI Laboratory needs reaccreditation services of its forensic laboratories in Quantico, Virginia and Huntsville, Alabama.  The FBI Laboratory’s accreditation expires on August 31, 2022.  The process to apply, submit required records, undergo full reassessment, and resolve corrective actions can take up to a year and must occur and be resolved prior to the expiration date.  To maintain consistency, the FBI Laboratory desires to obtain reaccreditation services for its laboratories from the same accrediting body as for its current accreditation and other DOJ and FBI forensic laboratories.

The North American Classification System Code is 541990, All Other Professional, Scientific, and Technical Services. 

The FBI intends to negotiate with only one (1) source under the authority of FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  Interested parties may identify their interests and capability to respond to this requirement by July 14, 2021 at 10:00 AM, (EST).  Emailed responses will only be considered.  No phone calls.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.  Information received will be considered solely for the purpose of whether to conduct a competitive procurement.  Responses shall include the firm’s Dun and Bradstreet number.   A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.  No reimbursement for any cost connected with providing capability information will be provided.
