NOTICE OF INTENT TO AWARD SOLE SOURCE: The 27th Special Operations Contracting Squadron, Cannon AFB, New Mexico intends to award a sole source one-time service to General Dynamics, 8201 E McDowell Rd, Scottsdale, AZ 85257. General Dynamics will upgrade 197 PRC-112 radios to PRC-112G models to include SATCOM and SARSAT waveforms. Delivery of these radios will be 90 after being received in Scottsdale, AZ. Authority to purchase these upgrades using the sole source method derives from 10 U.S.C. 2304(c)(1). Justification: In Technical Order 31R2-2PRC112-1-1, paragraph 3-2.1 it states, "By direction, SARSAT and/or SATCOM capability must be installed at the factory". This is also in accordance with AFI 11-301, Aircrew Flight Equipment (AFE) Program. This purchase will be a Firm-Fixed Price contract. The anticipated award date is 26 September 2012. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is 25 September 2012 at 0900am Mountain Standard Time. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.
