NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 3304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States International Development Finance Corporation (DFC) intends to solicit and award a sole source contract to Atlantic Council of the United States for the Prosper Africa virtual half day event.

The North American Industry Classification System (NAICS) code for this acquisition is 541990.  Small Business size standard is $16.5 million. 

The anticipated period of performance will be for three months with no option periods. Market research was performed and shown to support the sole source determination. See the attached Justification and Approval for Sole Source for additional information regarding the sole source determination.

This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice does not restrict the Government in any way to an ultimate acquisition approach.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.
