The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Many of CHINFO’s central mission functions are now dependent upon computer�based programs that require training and practice to efficiently operate. This is a time�consuming process at best, but the identification and acquisition of training materials for many programs is either difficult or unaffordable. Lynda.com provides training videos of comprehensive scope for more than 740 current commercial, off�the�shelf software packages, including virtually all of the packages currently in use within CHINFO. Online access to the more than 45,000 different training videos is a resource that is unmatched by any other known provider. The constant need for training and the extremely rapid update and revision rate of many of the more technical programs requires a broad based capability and the convenience of web�based access. The scope of this vendors offerings and the ability to substitute students within the license structure make this the only comparable choice for the required services.
