TITLE: FA4809-09-Q-0340, Sole Source Acquisition for the maintenance/repair for Siemens Systems The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Siemens Government Services, Inc. Required items are purchase, maintenance/repair contract for the Siemens System. Materials included in the are as follows: a) HiPath 4000 Licenses (Qty 192). b) HiPath Trading Licenses (Qty 5). c) SIFA Radio Interface (Qty 5). d) PTT Headsets/handsets (Qty 10). e) PTT Closure Box (Qty 5). f) Optiplex 170L (Qty 5). g) 15” Panel Mounted Touchscreen (Qty 5). h) PE 420- HP Trading Server (Qty 1). i) 15” LCD for HP Server (Qty1). j) Optimux C-F Modem (4 T-1/E-1) (Qty 2). k) 46-ch DAKS Server, with Alert Rel. 5 (Qty 1). l) 24-ch NICE Recoder, V8.9 (Qty 1). The current HiPath 4000 System employed by Seymour Johnson AFB is a proprietary product of Siemens Government Services, Inc. Siemens has proprietary rights to all software, software maintenance, and specifications for this existing system. Manufacturer: Siemens Government Services, Inc. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 11 September 09 at 4:30 P.M. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source since Siemens has proprietary rights to all software, software maintenance, and specifications for this existing system. Second level and third level support and factory support are only available from Siemens. Certified Siemens parts are only available from Siemens. Siemens will not accept trouble tickets directly from customers of Unauthorized Maintenance Service Providers nor will they accept or work directly with any Unauthorized Maintenance Service Providers to include providing remote or on-site problem determination or resolution, and providing new software releases, maintenance releases, and patches. In order to meet mission requirements, the 4FW requires the support/maintenance agreement to ensure system functionality and operability.
