Naval Surface Warfare Center (NSWC) Crane Division intends to solicit, negotiate, and enter into a Firm Fixed Price Supply Contract with only one source using Simplified Acquisition Procedures for the following procurement:

CLIN 0001 - 9 each of Model Lecroy Waverunner Oscilloscope HRO 64ZI and this includes 9 each Model WR6ZI-HRO 64ZI
CLIN 0002 - 10 each of Model USB2-GPIB

SOLE SOURCE- The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Teledyne Lecroy Inc., 700 Chestnut Ridge Rd., Chestnut Ridge, N.Y. 10977-6435 under the authority of FAR 6.302-1.
Teledyne Lecroy Inc. is the OEM of these special oscilloscopes and are the only one that can build this particular Oscilloscope that will work in the system complying with form, fit and function. The Government does not possess the drawing or any data that would allow another company to perform this action. Other responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-14-T-0274 ; is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
