The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), an agency of the Government, intends to procure Army Combat Helmets (ACH) (Legacy) as specified in this solicitation in support of the U.S. Army Security Assistance Command (USASAC). The Government anticipates awarding approximately three (3) contracts with at least one (1) award
being restricted for a Small Business, provided the Government receives at least one technically acceptable proposal from a Small Business with a fair and reasonable proposed price. However, the Government may award more than three, three,
or less than three contracts, in its sole discretion.
The basic contracts will be issued on an Indefinite Quanity/Indefinite Delivery (ID/IQ) type basis with a five (5) year ordering period in accordance with FAR 16.504. Contract and individual delivery orders issued under the basic contract shall be on a Firm Fixed Price (FFP) basis and will specify Size, Quantity, Required Delivery Schedule, and Shipping Instructions. As a multiple award contract
vehicle, the Government will provide awardees fair opportunity to be considered for each delivery order in accordance with FAR 16.505(b)(1).

The solicitation was amended to update the fact that the ACH shall be made availble in tan or black if requested.
Amendment 0002 on 04 March 2021 is to answer questions received prior to 21 February 2021. Q&A can be found on Amendment 2 on pages 107-109.
Amendment 003 on 05 March 2021 is to correct a few errors that were contained in Amendment 0002. The DRAFT watermark was inadvertently left on Amendment 002 and the solicitation didn't have the correct due date or the requirement for Tan/Black that was added previously. These errors are corrected in Amendment 0003.
Amendment 0004 is posted on 18 March 2021. It answers a second batch of questions and extends the deadline for submission of proposals out to 07 July 2021.
