The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation(USADF) intends to solicit and make award for the acquisition of grant audits in Somalia by means of other than full and open competition in accordance with their authority at 48CFR5706 THIS IS NOT A REQUEST FOR QUOTE. NO RESPONSES WILL BE CONSIDERED.

As authorized by Statute 48CFR5706.302-70(a)(b)(2) pertaining to USADF, full and open competition is not needed when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation as it pertains to an award of $100,000 or less for audit, eveluation, or program support services to be provided abroad.

In accordance with 48CFR5706.302-70(b)(2), the African Development Foundation (ADF) is only engaging with three (3) qualified auditing firms that USADF has already determined that they have the particular capabilities to perform this requirement. Award is anticipated after June 4, 2018.

Auditing firms interested in receiving consideration for future similar USADF Grant Audits can email their capability statement to [email protected] referencing "RFQ-ADF-AUD-18-0015 Somalia-Attention: MGUMP/T AYERS" in the subject line of the email. Please be sure to address your company's credentials to conduct program and financial grant audits, knowledge of the U. S. Government Auditing Standards issued by the Comptroller General of the United States and generally accepted auditing standards adopted by the American Institute of Certified Public Accountants (AICPA), whether your company either resides in, operates in, or has an office in another Country near the Country of Somalia, has personnel that fluently speaks the Country's language, and has at least one person who is familiar with the English language to communicate effectively with USADF personnel in Washington D.C. and complete the audit reports in English.
