The City of Siloam Springs is requesting statements of qualifications from firms interested in providing Professional Engineering services for the development of a Waste to Energy (WTE) facility capable of processing 1,000 tons per day of municipal solid waste (MSW), generating electricity for the City, and producing high-quality marketable biproducts. The selected firm will coordinate with various city departments to conduct site selection, market analysis, conceptual plans, funding options, and other front-end engineering services. The SOQ’s will be used for selection for the front-end engineering of a WTE facility to be designed and constructed in multiple phases beginning in 2024. Phasing for the design and construction of this project is expected to span multiple years. Please submit one (1) paper copy statement of qualifications and one (1) identical digital PDF copy on a properly labeled CD. Submissions shall be received no later than 2:00 pm on Friday, September 13, 2024. Proposals shall be enclosed in sealed envelopes or packages and hand delivered to 1108 E Ashley St, Siloam Springs, Arkansas; or mailed to: Attn: Jason Davis, Public Services Director City of Siloam Springs PO Box 80 Siloam Springs, AR 72761 The name and address of the firm shall be on the outside of the package and include “Qualifications for Engineering Services – Waste to Energy Facility.” In evaluating the qualifications of each firm, the following shall be considered: The specialized experience and technical competence of the firm with respect to the type of professional services required; The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project; The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules and deadlines; and The firm's proximity to and familiarity with the area in which the project is located. Proposers should structure their responses to follow this sequence where possible. The City reserves the right to issue a separate RFQ at any time for any job specific engineering selection.
