The Command and General Staff College is issuing this sources sought synopsis as a means of conducting market research to provide the 1 Giga-byte secure protected connectivity (anti-virus, anti-spam, Intrusion and DDOS Protection at network level), where service includes: Software as a Service (SaaS) with Firewall, VPN, and shelf spares maintained as replacement; 99.9% availability with a 15 minute response time to outages; direct access to Customer support help desk, technical engineers, and system logs; direct/private connectivity to cloud providers (AWS, Azure, Google, etc.); and 24x7 Network Monitoring. 

The result of this market research will contribute to determining the method of procurement and set aside type, if any, in the event a requirement materializes. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES – The Government requires a secure One (1) Giga-byte services that provide direct access to ArmyU CGSC's in state Academic Partners (Kansas University, Kansas State, etc.) on the same network, and similar access with U.S. higher education Institutions on Internet2 for Academic Research and Collaboration. This capability would ideally be provided with minimal infrastructure builds due to ongoing budgetary concerns.

The intent of this Sources Sought is to assess providers of Secure Internet Protocol providers that interact with Academic Partners that could be applied to meet this requirement.

SUBMISSION DETAILS – Interested businesses should submit a brief capabilities statement package (no more than three (3) each 8.5 X 11 inch pages, font no smaller than 10 point Arial) demonstrating ability to provide services as described herein. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.

Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contracting Officer, Mr. Robert Parvin in a Portable Document Format (PDF), via email [email protected] no later than 2:00 p.m. Central Standard Time on 11 June 2020.  All submissions shall reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required products/systems, please provide the following information:

1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization;

2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
