The US Army CECOM Life Cycle Management Center, APG, MD 21005, is seeking sources that can manufacture the Blue Force Tracker (BFT-1) Aviation AVX-06-203 transceiver (NSN 5895-01-606-0764).
The Army estimates that it will need approximately 435 units, from April 2017 through April 2022.

This is a market survey to locate potential sources that can manufacture or supply Blue Force Tracker (BFT-1) Aviation AVX-06-203 transceivers in support of UH/HH60M production line aircraft and U.S. Army CECOM Logistics and Readiness Center (LRC) sustainment efforts. The AVX-06-203 is an aviation transceiver that transmits location and enables the display of positions for U.S. and coalition forces for command and control (C2) communication through integration into the BFT-1 AVN system. The Government does not possess any releasable technical data for this transceiver. Previous market research history indicates the only known manufacture of the production transceiver was Comtech Mobile Datacom Corporation (CAGE Code 04NA3).

The BFT-1 system is a satellite based tracking system which utilizes the AVX-06-203 transceiver to interface with a low noise amplifier, L- Band antenna, and a GPS antenna to provide aircrew, commanders and key personnel with on the move, near real time situational awareness (SA) and C2 information and the ability to send and receive data messages beyond line of sight. The BFT-1 system uses commercial L- Band satellite lease services as the communications media to share this platform-level SA and C2 information.

Contractors capable of manufacturing or supplying this item should indicate, by writing to PM Aviation Mission Equipment (AME) Field Office, ATTN: SFAE-AV-AS-AME (Brian Creswick), 6007 Combat Drive, F3-140-136, Aberdeen Proving Ground, MD 21005. Written responses may also be emailed to [email protected]. No telephone response will be accepted. The responses must include documentation such as drawings, test results, and other technical information demonstrating that the supplier can provide the required hardware. Successful historical data may be required to warrant the manufactured item will satisfactorily perform when used for the purpose intended by the Army. Furthermore, first time manufacturers will need their unit to undergo the appropriate testing at the Contractor's cost to ensure that it meets the Army's needs. Responses should be received by 26 April 2016.

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals.

The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense.

The purpose of this market survey is to solicit statements of interest and capabilities from industry, including small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms.
