INTRODUCTION

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2242) intends to negotiate and award a new delivery order under Basic Ordering Agreement (BOA) N0001920G0007 on a sole source basis to The Raytheon Company (Raytheon) for the repair of Multi Module Redesign Group B (MMR-B) test assets for the APG-79 AESA Radar System.  This delivery order will allow NAVAIR to rapidly repair MMR-B test assets in the event that the MMR-B flight test modules experience a hardware failure.  This effort is required to support MMR-B flight tests being conducted by various squadrons throughout Calendar Year (CY) 2024 and Mid CY 2025.  Raytheon is the sole designer, developer, and manufacturer of the APG-79 AESA radar system. The Government does not possess a technical data package with Government Purpose Rights for the APG-79 AESA Radar System.  This data package is required in order to repair the MMR-B test assets.  In addition, Raytheon is the only firm with the design knowledge and technical expertise required to perform these repairs.  As such, NAVAIR has determined that Raytheon is the only responsible source capable of meeting the Government’s minimum needs.  THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL.   It is a market research tool being used to determine if any firm other than Raytheon can perform the repairs described herein prior to determining the method of acquisition and issuing a Request for Proposal.  The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought notice.

ELIGIBILITY

The PSC for this requirement is 5841, Radar Equipment, Airborne. The NAICS is 336411, Aircraft Manufacturing, with a small business size standard of 1,500 people.

ANTICIPATED PERIOD OF PERFORMANCE

The estimated award date for this procurement is 30 April 2024 with a period of performance of approximately 12 months (1 May 2024 – 30 April 2025).
