OBJECTIVE:

The Naval Facilities Engineering Command, Pacific (NAVFAC PAC), Architect-Engineer (A-E) Contracts Branch is issuing this Sources Sought Notice to determine the availability of RFID Locking Systems (Locksets and a Centralized Access Control Unit) with the following minimum salient characteristics:

1. Locksets
   1. Functionally compatible with the Dormakaba Next Generation FDU
   2. Tamper alarm with reset capability by emergency key or handheld programming device
   3. Battery operated with a service life of 50,000 openings (approx. 3 years)
   4. Low battery indicator alerts staff
   5. Audit data retention during battery replacement and lock programming
   6. Audit memory up to 2000 events
   7. Privacy override by Emergency keycards
   8. 2 year Standard Factory Warranty
       
2. Centralized Access Control Unit
   1. Accommodations up to 16,000 rooms and 1,000 common door suites
   2. Staff Access Levels of 3 Master levels and 5 Sub-Master levels per lock
   3. Able to have keycards made 10 days in advance for Pre-registered guests
   4. Manual swipe for Keycard Handling
   5. Serial and USB communication ports for Flash drive and USB printer and capability to communicate with other FDUs, Property Management Systems (PMS) Interface
   6. Upgradeable firmware via USB port
   7. Mode of Operation: Optional interface to PMS, Portable Lock Maintenance Unit
   8. Power supply 9V plug-in power supply with internal battery backup with minimum 8hr duration (capable of providing full operation) with low battery alarm
   9. English language prompts
   10. Auditable data record keeping:
       • Last 4000 keycard-making transactions
       • 10 lock audit memory per card
       • Audit view capability on screen, shared on a PC, or printing on any standard type printer.
   11. Life expectancy 1,000,000 swipe life expectancy
   12. 2 year Standard Factory Warranty

BACKGROUND:

NAVFAC PAC A-E Contracts Branch is working on a Class Justification and Approval (J&A) that would authorize the inclusion of RFID Locking Systems manufactured by Dormakaba to include RFID Locksets (ILCO 790 or Confidant RFID) with the Dormakaba Next Generation Front Desk Unit (FDU) in solicitations on a brand-name basis under the authority of 10 U.S.C. 2304(c)(1).

The RFID Locking System is a lodging facility “touchless” door locking system that allows room occupants the use of a card type key that receives an operational transmittable signal through the use of radio frequency upon receipt from a chip embedded in the card key.  Programming of the card keys are done through the “stand alone” centralized access control unit that would normally reside at the lodging’s Front Desk area.  Further technical specifications to both the locksets and the access control unit can be found on the Dormakaba website at: https://www.dormakaba.com/us-en

The authority to act under the proposed Class J&A would be limited to RFID Locking Systems required at Guam for projects in support of the Marine Corps’ Defense Policy Review Initiative (DPRI) Program.  Primary location in Guam is Marine Corps Base Camp Blaz (MCBCB).  It is anticipated that the proposed Class J&A will apply to 7 construction projects consisting of 5 Bachelor Enlisted Quarters and 2 Bachelor Officers Quarters building types for approximately three thousand three hundred (3,300) RFID Locks (330/bldg.) and seven (7)Centralized Access Control Units,(1/bldg.).  Construction projects will be awarded during Fiscal Years (FY) 2021-2022. 

Based on internal Government research, the following was found to be sufficient preliminary rationale to permit other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source/Limited Number of Sources and No Other Type of Property or Services Will Satisfy the Needs of the Agency.

1. Use of the Dormakaba RFID Locking System manufactured by Dormakaba for bachelor quarters buildings in Guam under the Marine Corps’ DPRI Program allows for a single uniform locking system rather than multiple manufacturers which would provide the following benefits to the Government:

• Lower operation and maintenance costs associated with cybersecurity maintenance due to the “stand-alone” feature of the system through the use of the centralized access control unit.  The Dormakaba system is the only one authorized for use at Navy installations and operates under a certified Authority to Operate (ATO). This system has a “smaller” accreditation boundary since it does not need to connect to an IP network and/or system software in order to perform its required functions. 
• Commander Navy Installation Command (CNIC) FY21 BOS OMN/OMNR/FHN & MPN/RPN Operations Plan document states that they will only provide funding for procurement and maintenance of elocksets that have a certified ATO.  This inherently reduces operational and maintenance costs with installation of an RFID Locking System already accredited for the mitigation of potential cyberattacks.
• Eliminates initial cost of having to obtain a new ATO through the implementation of the mandated Risk Management Framework (RMF) as dictated by UFC 4-010-06 Cybersecurity of Facility-Related Control Systems.
• Allows for a simpler, less expensive RMF process by utilizing the Memo for Record (MFR) to add new conforming systems to existing CNIC ATO.
• Reduces overall annual ATO continuous monitoring and maintenance costs by utilizing the same manufacturer and type of products to those currently approved.
• Ensures a single RFID Locking System across all bachelor housing projects that will reduce costs associated with training personnel to operate and maintain the system.
• A single RFID Locking System eliminates the need to maintain an inventory of spares from multiple manufacturers, thereby minimizing waste since all spares could be used across all the BEQs and BOQs.

INSTRUCTIONS TO INTEREST PARTIES:

Please note that this is not a Request for Proposal (RFP), a promise to contract, or a commitment of any kind on the part of the Government.  There will be no debrief, evaluation letters, and/or results to be issued to interested parties that choose to respond.  Information obtained from this Sources Sought notice is for market survey purposes to determine if other potential sources of supply can provide standalone RFID Locking System that have equal performance and listing/approval requirements as the Dormakaba RFID Locksets (ILCO 790 or Confidant RFID) and the Dormakaba Next Generation Front Desk Unit (FDU).  All information received in response to this Sources Sought Notice marked or designated as proprietary information will not be released outside the Government.  The Government shall not reimburse or assume any cost incurred by interested parties that respond to this notice.

Interested parties shall respond to this notice by providing information to demonstrate that products other than Dormakaba’s RFID Lockset “Stand Alone” System can meet the Government’s need such as:

1. Product Description
2. Model Number, Catalog Number, Code Number, or equivalent model designation
3. Manufacturer’s Technical Datasheets.
4. Published price list for the system, components, parts, servicing, and training.
