THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS

This is a notice of sole source award under statutory authority 10 U.S.C. 2304(c)(1), set forth in the Federal Acquisition Regulation 6.302-1. The reference Number is FA8629-13-C-2407. The Battlefield Airmen Branch, AFLCMC/WISK, under the Air Force Life Cycle Management Center at Wright-Patterson AFB OH, intends to make a single award for the purchase of SOV III-HH parachute systems and equipment to Complete Parachute Systems Inc. (CPS).

The proposed contract action will be a firm-fixed price contract for which the Government intends to solicit and negotiate with only one source. The basis for justifying the lack of competition includes but is not limited to CPS currently being the only source for SOV III-HH parachute systems that meet all of the governments needs and continued support towards Full Operational Capability. Solicitation was made on 05 August 2013; however it will not be posted on the Federal Business Opportunities website (www.fedbizopps.gov). Hard copies of the solicitation will also not be available. All future information concerning the acquisition, including solicitation and amendment announcements, will be communicated through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition.

This is NOT a request for proposals and does NOT constitute any commitment by the Government. This notice of intent to award is not a request for competitive proposals, however; responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this Special Notice will be used by the Government to make appropriate acquisition decisions. All contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.
