The Naval Research Laboratory (NRL) intends to negotiate a contract on other than full and open competitive basis in accordance with 10 USC 2304 (c) (1), only one responsible source.  NRL will negotiate with ATK Missile Space Systems, Inc., 5050 Powder Mill Road, Beltsville, MD 20705-1913, for the modification of a partially completed US-built, US Government-owned geostationary satellite bus (ATK developed) capable of supporting a six months robotic rendezvous and proximity operations, grapple and repair mission and to meet the required specifications.  The complete bus shall be delivered by October 2014 to NRL for integration and test.  Other business opportunities for NRL are available at our website http://heron.nrl.navy.mil/contracts/rfplist.htm.
