The Naval Air Systems Commands (NAVAIR) intends to award a Sole Source, Firm Fixed Price contract to Raytheon Company, Tucson AZ for repair and refurbishment of 95 RIM-7M H Build Guidance and Control Sections (GCS) for the Government of Egypt.  NAVAIR anticipates this effort will be completed by March 2015.

The Government-owned test equipment required for this effort is currently in use at Raytheon for efforts being performed under contract N00019-09-D-0019.  A second set of test equipment would need to be procured if this effort were competed and another contractor won.  Procurement of a second set of test equipment is estimated to cost in excess of $25M and is therefore not economical for the minimal requirements being procured under this action.  The USN has no need for additional test equipment, so any procurement for additional test equipment would require funding solely from FMS customers.  There is currently not a significant customer base from which to fund such an effort.
