This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation Number FA4417-11-T-R003 is hereby issued as a Request for Proposal. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53, effective 05 July 2011. This acquisition is for a Concessionaire for Sports Photography. There is no appropriated or non-appropriated (NAF) funding attached to this contract. The awardee shall pay a portion of the proceeds from the concessionaire to the 1 SOFSS. The North American Industry Classification System (NAICS) code for this project is 541921.

The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items:

Contract Line Items (CLINs) 0001 Sports Photography Concessioanire services on Hurlburt Field, Florida, as defined in the Statement of Work. This requirement will result in a concessionaire agreement between the awardee and the 1 SOFSS.

This agreement is for a period of 60 months.
Delivery Terms are FOB Destination for delivery to 1SOFSS/FSFY Building 90304 Hurlburt Fld 32544-5267.

The following provisions and clauses apply to this solicitation and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors - Commercial Items (June 2008). It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCA, Attn: A1C Berish, 350 Tully Street, Building 90339, Hurlburt Field FL 32544-5810, by 29 Jul 2011 at or before 3:00 p.m. CST. Submit signed and dated quotations Schedule of Compensation marked with solicitation number FA4417-11-T-R003. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998); FAR 52.252-6, Authorized Deviations in Clauses (Apr 1984); NAF GENERAL PROVISIONS (Attachment 1- 9.d.), Hurlburt Local Clauses HF 019, HF042, and HF043 (Attachment 1 - 9.e.).
Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) which is incorporated into this Request for Proposal, with an addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i)Technical Acceptability and (ii) Price ( higher percentage paid to the government is deemed the better price). The Government will enter into an agreement with the technically acceptable and responsible offeror with the best percentage price paid to the government for all proceeds. e.g., a contractor offering an 85% contractor/15% government payment ratio shall be deemed to have a better price than a contractor offering a 90% contractor/10% government payment ratio.
Technical Acceptability shall be determined by the following:
1. The contractor shall submit a resume. The resume must show at least three (3) years of performance providing team sports photography services.
2. The contractor shall provide a price list for required photo packages Appendix A attached to the Statement of Work.
The offeror shall submit with their offer; completed offer schedule, certification documentation for therapists forecasted to work on this requirement.
