This is a SYNOPSIS for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information.  This announcement does not constitute the solicitation.

The Defense Logistics Agency Energy (DLA Energy) intends to issue solicitation SPE600-15-R-0417 on or near August 6, 2015 for the supply of electricity and any ancillary services via Federal Business Opportunities (FBO) at https://www.fbo.gov/. For the commodity of electricity, Strategic Petroleum Reserve (SPR) - Bryan Mound, TX estimates the need for 9,645,148 kWhs over a 24-month period on a Firm-Fixed-Price, Requirement Type basis.

The Government intends to issue a solicitation on a competitive unrestricted Full and Open basis, using commercial procedures (FAR Part 12) in combination with Best Value Tradeoff Procedures (FAR Part 15). The solicitation will incorporate provisions and clauses as in effect through the most recent Federal Acquisition Circular (FAC) 2005-83.

The anticipated delivery period is 24-month (from meter read date beginning March 2016 through meter read date ending March 2018) .

All responsible sources are encouraged to submit a responsive or complete proposal.

The contract action will be made to an offeror who at the time of proposed award(s) is not on the state approved list of energy service companies (ESCOs) in the state in which award(s) is to be made.  No proposed award will be made to an offeror who appears on the Office of Foreign Assets Control- Specially Designated National (SDN) List, the Bureau of Industry & Security- Denied Persons List (DPL), Federal Awardee Performance and Integrity Information System (FAPIIS), and Excluded Parties List System (EPLS). 

The proposed solicitation maybe posted for less than 30 calendar days in accordance with Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items.  The closing date of the proposed solicitation will be clearly stated on the SF1449, but is anticipated to close August/September 2015.
