SPRINGFIELD UTILITY BOARD SSFP RE-SAND FILTER BED - SLOW SAND FILTER MEDIA Bids due 2:00 pm, July 1, 2021 INVITATION TO BID BID NO. 2021 - 11 Bids for SSFP RE-SAND FILTER BED - SLOW SAND FILTER MEDIA for the SPRINGFIELD UTILITY BOARD will be received by Rebecca Wheeler for the Springfield Utility Board Water Division, 202 South 18th Street, Springfield, Oregon 97477, until the BID CLOSING at 2:00 PM, local time, on Thursday, July 1st, 2021. To submit electronically, proposers must comply with the following: a. Subject line must contain the following text: "Bid #2021-11, SLOW SAND FILTER MEDIA" b. Email must be addressed to Rebecca Wheeler at rebeccaw@ subutil.com. c. Email must be received no later than 2 p.m., Pacific Standard Time, on Thursday, July 1st, 2021 to be accepted. The options for sealed, hardcopy proposal packet delivery are as follows: a. Mail to: Rebecca Wheeler, Water Division, Springfield Utility Board, 202 South 18th Street, Springfield, OR 97477; or, b. Drop off at the above address during business hours, then call the front desk at 541-726-2396 to make aware of the delivery. Hardcopy proposal packets must be labelled "Attn: Bid # 2021-11, Slow Sand Filter Media" No bids will be received after 2:00 p.m. PST, Thursday, July 1st, 2021. Purchase and delivery 1,710 tons of Slow Sand Filter Media with the delivery beginning not sooner than September 20th, 2021 and ending no later than October 20th, 2021. Note: The filter media delivered to the Owner's slow sand filter site will be tested by the Owner's representative for turbidity, uniformity coefficient, effective size, percentage of fines, etc. and must meet strict standards. No proposal will be considered by the Springfield Utility Board unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035 et seq. The Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of the Springfield Utility Board. The Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
