The Drug Enforcement Administration's (DEA) Office of Special Intelligence (NS) has a requirement for information technology and data handling support services, to include data modeling, analysis, and standardization; data handling, processing, design, and development; and logical/automated system design and development.  The Offeror shall provide qualified personnel with the specialized skills and abilities necessary to continue the development, maintenance, and enhancement of custom-designed automated systems used to process communications information collected during the course of telephone and internet investigations.  Qualified personnel shall demonstrate superior knowledge of communications data standards, data management approach, and technical capabilities.

 The Offeror shall analyze, standardize, and format call-identifying information collected during investigations focusing on communications based on national and international telephone numbering standards, the Communications Assistance for Law Enforcement Act, and other developing numbering standards.  The Offeror shall be responsible for the conversion of binary to ASCII based on Abstract Syntax Notation (ASN.1) and Binary Encoding Rules.  The Offeror shall continue the logical development and enhancement of DEA processes and procedures that allow for collection and maintenance of meta-data, data layouts, field breakouts, and tracking changes within individual data sets using extraction, transformation, and loading (ETL) tools such as Informatics' Data ETL.  The Offeror shall also continue the logical development and enhancement of a conceptual database system designed to identify and correlate related data elements from existing relational databases.  Once completed, the Offeror shall integrate the conceptual database with selected applications and COTS programs into production systems.

 The personnel security access level for this contract is SECRET. All contractor personnel assigned to this contract shall have been granted a security clearance by the Department of Defense/Defense Security Services (DOD/DSS) for access to national security information that is classifed at the SECRET or TOP SECRET level.
