Background

FSL Rhinelander is located at 5985 Hwy K, Rhinelander, WI, 54501. It is a complex of buildings. Originally constructed in 1960: 1970, 1974, and 1995 wings have been subsequently added.

The electrical distribution system was upgraded in 1992. A small electrical room was built onto the side of the 1974 wing to house the new distribution and power panelboard equipment (photo 1). The distribution panelboard in the electrical room powers five panelboards found in different locations throughout the facility. The system is 120/208v 3-phase with a 2,000 amp main breaker. The total standby load that the generator has been estimated to need to carry is 200 kW
Need

The purpose of this project is to purchase and install a fully functioning standby generator system, including automatic transfer switch (ATS) and microprocessor controls.

Contractor shall construct a concrete pad outside the electrical room to support the generator. Generator to be propane fueled. Contractor shall provide a 500 gallon buried propane tank, filled to 80% capacity; bollards installed for tank protection.

Automatic Transfer Switch (ATS) shall be mounted outside on the exterior wall of the electrical room. All outside electrical shall be underground. Make all connections between generator, ATS, and existing service equipment.

Contractor shall make all applications and submissions required by the utility when installing standby power equipment and receive approvals prior to start of construction.

Execution

Upon completion of construction, provide a fully functioning standby generator system with microprocessor controls. Controls shall be stand-alone on-board programmable with capability to interface with the existing Johnson Controls building automation system. (Connection to the BAS is outside the scope of this project.)

Generator shall monitor utility power. If utility power becomes unacceptable or ceases, controls shall start the generator and it shall take over the load until such time that the utility source is once again acceptable.

Controls shall continuously monitor the normal utility power source. Automatic control sensing shall include: under voltage, overvoltage, over/under frequency, loss of single phase, and voltage imbalance/phase rotation. If power is outside of any sensor(s) setting, power is unacceptable. When controls sense acceptable utility power has returned, the automatic transfer switch will transfer load to utility and conduct an orderly generator shutdown.

Controls shall be programmed to conduct monthly system testing. The transfer switch shall go through its exercise sequence to initiate the test; ATS shall signal the generator to start, monitor the generator set as it starts, and transfer load to the generator set. When test is completed, the ATS shall transfer load back to the normal service, and conduct an orderly shutdown of the generator set. Test initiation shall be programmable by the generator set controls yet capable of being tied into the Johnson Controls BAS for programming and monitoring.

Work shall be done during normal business hours unless prior arrangements have been made with the Government. Power shutdown shall require 72 hours advanced notice.

Fully test system prior to training personnel. Provide Government personnel four hours training on equipment and programming.

The latest edition of the following codes are applicable to this project: NFPA 70 - National Electrical Code, NFPA 58 Liquefied Petroleum Gas Code, International Building Code.
